Net effect of Coast Guard approved Facility Plans on foreign commercial vessel operations discussed and analyzed
The issue of foreign mariner access has been raised by a number of shipping companies. According to the Coast guard, representatives from these companies have stated that they are having a difficult time hiring more experienced professional mariners to operate commercial vessels that routinely visit U.S. ports. The coast guard subsequently discovered that many security plans in Sector New York specifically deny mariner access as well as [preventing bunkering and other routine operations.
